South Wasco Alliance/Papalaximisha Job Creation Planning Grant - South Wasco Alliance (SWA) will use $150,000 in CED Planning funds to build the administrative capacity of the community to develop a fundable CED project in South Wasco County, Oregon. South Wasco County is a rural area that encompasses part of the Warm Springs Indian Reservation. CED Planning funds will be used to develop a comprehensive plan detailing how businesses and jobs will be created in the following industries: health and social services, food production and food tourism, and tourism destination development. In order to accomplish this goal, SWA plans to engage experts and community members for input on job creation and business development issues, strategies, and outcomes. Then, using this information, SWA will subsequently conduct a detailed analysis to determine financial viability and community workforce readiness. Specifically, CED Planning funds will be used to hire a Project Portfolio Manager who will coordinate grant activities and to procure contracted services necessary for completing the planned activities as well industry sector experts to lead research and planning efforts into each of the targeted industries. To maintain strong partnerships with the local Indigenous community, SWA will partner with Papalaximisha, a local organization that supports Indigenous students and their families in the Warm Springs Indian Reservation throughout the planning project. After finalizing the job creation and business development plan, SWA will be well-positioned to submit a CED job creation project application to create jobs for community members in the healthcare, culinary, and tourism industries.
