Minnesota has the highest American Indian child welfare disparities in the country . St. Louis County is one of the three counties with the highest number of American Indian children in out of home placement . Over the past 18 months, the St. Louis County "ICWA Collaborative" has been meeting regularly to guide the development of the new ICWA Court, initiated in April 2015, to better serve American Indian children and families in southern St. Louis County. The ICWA Collaborative comprises representatives from the Sixth Judicial District Court in Duluth, Guardians ad Litem, St. Louis County Public Health and Human Services (SLCPHHS), Leech Lake Tribal Court, the Fond du Lac Band of Ojibwe, the Grand Portage Band of Lake Superior Chippewa, White Earth Nation, Boise Forte Band of Chippewa, Red Lake Nation, Mille Lacs Band of Ojibwe, the University of Minnesota Duluth (UMD) Center for Regional and Tribal Child Welfare Studies (the Center), and other key stakeholders. The Jii - anishinaabe - bimaadiziwag ("So they can live the Indian way of life") in the Anishinaabe language) Tribal/State Partnership Project builds on the foundational work done by the ICWA Collaborative and aims to create better child welfare outcomes for American Indian children and families in St. Louis County, Minnesota. For the first time in our region, a county, a university, regional tribes, and other key child welfare system stakeholders are working together to strengthen practices that will lead to better implementation of ICWA in Northern Minnesota. Because of the long standing relationships with regional tribes and child welfare system stakeholders, the Center has been chosen by the ICWA Collaborative to be the lead organization in this project. The Center will facilitate the development of a Tribal State Partnership Team (TSPT) that will jointly develop an ICWA Implementation Practice Model. This process will involve intentional relationship building between tribal and state child welfare stakeholders, the development of protocols and practices that meet or exceed Indian Child Welfare Act (ICWA) requirements, the development of performance indicators and improvement of current data collection systems, and the development of continuous quality improvement processes that include monitoring and feedback loops that promote and create a learning child welfare system. A rigorous process and outcome evaluation will be implemented in partnership with the National Council of Juvenile and Family Court Judges (NCJFCJ). This will ensure project implementation fidelity and provide a solid framework for continuous quality improvement throughout the project and a practice model that incorporates protocols and practices that have been found to be effective. The outcome evaluation will document the impact of ICWA Practice Model implementation.
