Michigan Kinship Navigation: Strengthening Families Through Implementation of Evidence-Based Practices - The Michigan State University Kinship Care Resource Center (KCRC), in partnership with the Michigan Department of Health and Human Services (MDHHS), will replicate and implement the evidence-based Foster Kinship Navigator Model© throughout Michigan. The project will expand Information, Referral, and Support and Family Advocacy through case management to help formal and informal kinship caregivers raise children when parents are unable to provide care. Kinship caregivers often assume responsibility unexpectedly and face legal, financial, educational, health care, and emotional challenges while navigating multiple public and community service systems. Many need assistance understanding available resources, applying for benefits, resolving legal issues, connecting with community services, and accessing ongoing support. The project will provide individualized assistance that helps caregivers identify priorities, develop practical solutions, and strengthen their ability to provide safe, stable, and nurturing homes for children. Building on Michigan's existing Kinship Navigator program, KCRC will work with MDHHS and regional implementation partners to integrate the Foster Kinship Navigator Model© into service delivery. During the planning period, Michigan will develop implementation tools, train staff and supervisors, strengthen documentation and performance monitoring, and prepare community partners to deliver the model with consistency and fidelity. Existing Information, Referral, and Support services will remain available throughout implementation so caregivers experience no interruption in access to assistance. Following implementation, Information, Referral, and Support and Family Advocacy through case management will be available statewide using the Foster Kinship Navigator Model©. The project will serve formal and informal kinship caregivers, including relatives caring for children involved with the child welfare system. Services will focus on strengthening legal capacity, financial stability, community connections, and caregiver well-being while helping families access the resources they need to care for children. By the end of the three-year project period, Michigan will have a sustainable statewide evidence-based Kinship Navigator program that provides consistent, high-quality services and improves outcomes for kinship caregivers, children, and families.
