The LOINC vocabulary standard is owned and developed by the Regenstrief Institute, Inc, and distributed worldwide at no cost under an open license. LOINC’s widespread implementation, adoption, and required use have made it a key and ubiquitous component of interoperable health IT solutions in the United States. In this funding opportunity, the Office of the National Coordinator for Health Information Technology (ONC) and Regenstrief seek to establish a formal collaboration through a sole source cooperative agreement to prioritize tools and processes that allow a swift and efficient response to emergent terminology needs and improve interoperability among key stakeholders as related to the current SARS-CoV-2 pandemic, as well as position LOINC to respond accordingly and continue to improve interoperability in the event of future emergent health situations. Under this cooperative agreement Regenstrief will work collaboratively with ONC to establish priorities and objectives, identify and bridge gaps, and accelerate our ability to support COVID-19 related terminology development and interoperability for the LOINC community. Objectives: The overall objectives of this proposal are to: 1. Prioritize term creation and mapping services for SARS-CoV-2 testing and other public health needs 2. Technical infrastructure upgrades to support SARS-CoV-2 and other public health terminology development and interoperability 3. Expand and improve adoption of terminology standards Approach: This project proposes the following collaborative approach: hold a kickoff meeting, develop and pursue goals related to the stated objectives, hold monthly progress meetings, provide written quarterly progress reports, and produce technical artifacts. Outcomes: Accomplishing these objectives will position LOINC to provide a rapid response to the current SARS-CoV-2 pandemic, as well as establish the framework to address future emergent health situations with the same methodology. Further, a successful outcome will result in advanced interoperable health IT, streamlined communications and processes, and reduced number of unnecessary lab orders and erroneous results delivery that are currently being reported. The proposed work will improve LOINC’s technical infrastructure, enrich LOINC’s content related to SARS-CoV-2 and COVID-19, enhance tools for accessing its content, and cultivate cooperative work efforts to improve interoperability. Products: We expect this cooperative agreement to permit the LOINC team to rapidly respond to SARS-CoV-2 and COVID-19 term creation requests, upgrade LOINC’s technical infrastructure to support such rapid term development, implement a vastly improved search tool and key features of the RELMA application in an online format to support interoperability, and create resources to expanding and improving adoption of standards. Duration: Project Period of 10/1/2020 to 09/30/2025.
