Increased Access to Hearing Aid and Hearing Assistive Technology Financing - Maryland Department of Disabilities Assistive Technology Loan Program (ATLP) is a financial loan-guarantee program for Marylanders with disabilities and their families, established in 1999. The goal of this proposal is to expand access to consumer choice and control by increasing awareness of and access to hearing aid and hearing assistive technology (HAT) loans, leading to greater independence and improved quality of life for Marylanders with hearing loss. The ATLP is partnering with the Centers for Independent Living, and several other organizations and state agencies that serve Marylanders with hearing loss, to conduct outreach, marketing and cross-referrals.
Project objectives include: expanding lending parameters for unsecured loans for hearing aids and HATs; offering HAT consultations and short-term device loans to consumers prior to purchase; making referrals to low-cost audiology services/programs for those who don’t have audiology covered through insurance; and developing informational materials and trainings targeted to consumers and service providers to strengthen education and awareness of available hearing aid and HAT financing options. Products to be developed include: a Hearing Assistive Technologies Funding and Financial Resource Guide, a consumer training on HAT funding resources, an audiologist training on related hearing assistive technologies and funding resources, and a HAT Funding Fact Sheet for audiology offices and project partners across the state.
Anticipated outcomes include: a measured increase in quality of life for Marylanders with hearing loss; 30% increase in the number of closed hearing aid and HAT loans issued by the ATLP; increased access to hearing aids and HATs to demonstrate, borrow, and try out prior to committing funds for purchase, allowing for greater access and choice in the process; the audiologist community will increase education about the ATLP and will refer a projected 30% more clients to the program; the ATLP will become more efficient and responsive to applicants, providing a more competitive viable solution to individuals seeking AT funding; and to maintain a low default rate of 4%.
