CNO Tribal PREP Project - The Choctaw Nation of Oklahoma (CNO) requests $2,999,999 over five years to implement the CNO Tribal Personal Responsibility Education Program (Tribal PREP) in Coal, Haskell, Latimer, Le Flore, and Pittsburg Counties. The project will primarily serve approximately 1,500 American Indian/Alaska Native youth annually in grades 6–8 across ten rural public school districts, where teen birth rates exceed state and national averages and youth face poverty, geographic isolation, limited services, and other health disparities. During Phase 1, CNO will conduct a comprehensive, community-informed needs assessment and develop FYSB-approved implementation and evaluation plans. During Phases 2 and 3, trained educators will deliver an approved evidence-based intervention, preliminarily Love Notes 4.1 CSE, emphasizing abstinence and contraception to prevent adolescent pregnancy and STIs/HIV. Programming will incorporate at least three Adulthood Preparation Subjects, positive youth development, body literacy, universal human trafficking prevention education, and youth-friendly referral pathways. CNO will monitor fidelity, collect required PREP performance measures, and conduct a culturally responsive, community-based local evaluation with meaningful AI/AN youth, family, school, and Tribal input. Findings will guide continuous quality improvement, dissemination, and sustainability through partner training, strengthened referral systems, and integration of effective practices into CNO and school operations.
