Golden Futures California: Healthy Relationships, Responsible Choices, and Pathways to Adulthood. - PROJECT ABSTRACT Golden Futures California: Healthy Relationships, Responsible Choices, and Pathways to Adulthood Genesis Community Foundation (HHS-2026-ACF-ACYF-AK-0014) Applicant Genesis Community Foundation (GCF) Service Area Sacramento and Riverside Counties, California Project Period September 30, 2026 - September 29, 2029 Federal Request $749,500 over three years Planned Reach 1,050 unduplicated youth; approximately 350 annually through 72 cohorts Genesis Community Foundation proposes Golden Futures California, a community-based Competitive Personal Responsibility Education Program designed to prevent adolescent pregnancy and sexually transmitted infections while strengthening healthy transitions to adulthood for vulnerable youth in Sacramento and Riverside Counties. The project will primarily serve youth ages 10-19 who are in foster care or other systems of care, justice-involved, experiencing homelessness or housing instability, enrolled in alternative or continuation education, or pregnant or parenting. Pregnant and parenting youth under age 21 may be served when content is age appropriate. Over the three-year project period, GCF will enroll 1,050 unduplicated youth, approximately 350 annually through 72 cohorts. Golden Futures California will implement Power Through Choices as the proposed evidence-based core intervention for eligible youth within the developer-approved age range. The project will provide medically accurate, age-appropriate pregnancy and STI prevention education addressing both abstinence and contraception and will intentionally incorporate all six Congressionally mandated Adulthood Preparation Subjects: healthy relationships, adolescent development, financial literacy, parent-child communication, educational and career success, and healthy life skills. A supplemental Power Source Parenting/family-strengthening track will support eligible pregnant and parenting youth without replacing required PREP core dosage. GCF will serve as the sole prime recipient and retain responsibility for project direction, direct service, fiscal administration, medical accuracy, curriculum fidelity, safeguarding, performance management, partner coordination, and federal reporting. GCF will launch active services within 90 days of award and will use required PREP performance measures, fidelity monitoring, medical-accuracy controls, quarterly continuous quality improvement, and independent evaluation to assess implementation and participant outcomes. Expected outcomes include improved healthy relationship and life skills, parent and family communication, education and career planning, financial capability, and readiness for adulthood. Project targets include at least 80 percent of enrolled youth completing 75 percent or more of required dosage; at least 90 percent of observed sessions meeting fidelity standards; 100 percent of program materials maintaining current documented medical-accuracy approval; at least 95 percent completeness across required PREP data fields; and timely submission of all federal performance and financial reports.
