Inland Empire Sexual Health and Adulthood Readiness Program (IE-SHARP) - El Sol Neighborhood Educational Center proposes to implement the Inland Empire Sexual Health and Adulthood Readiness Program (IE-SHARP) across San Bernardino and Riverside Counties, California — two of the state's highest-need jurisdictions for adolescent pregnancy and sexually transmitted infection prevention. IE-SHARP will deliver Making Proud Choices! California Edition (MPC-CA), a Tier 1 evidence-based program on the HHS Office of Population Affairs Teen Pregnancy Prevention Evidence Review, to 360 youth ages 13–18 over three years (120 per year) across eight cohorts annually at churches, youth centers, sports centers, and faith community rooms throughout the Inland Empire. IE-SHARP delivers age-banded content with parental notification and opt-in/opt-out consent, and conducts no live or simulated condom demonstrations, consistent with the revised NOFO's content and parental-rights requirements. IE-SHARP integrates three Adulthood Preparation Subjects — Healthy Life Skills, Healthy Relationships, and Educational and Career Success — with the ACF Success Sequence for Poverty Prevention embedded in Module 1. Universal human trafficking education is provided to 100 percent of participants. El Sol has executed a signed Memorandum of Agreement with ETR Associates (July 21, 2026), the MPC-CA developer, confirming curriculum access, facilitator training, and developer consultation for the full project period. Expected outcomes: 80 percent program completion (288 of 360 youth); measurable pre-to-post gains in knowledge (75 percent of completers), attitudes (70 percent), and self-efficacy (65 percent per domain); and education, workforce, or health referral connection for 70 percent of completers. El Sol has operated for 35 years as the Inland Empire's leading community-based CHW organization, with a $10 million annual budget, 120-plus staff, 70-plus active CHWs, a clean FY2025 audit (CliftonLarsonAllen LLP, low-risk auditee), and a negotiated indirect cost rate of 34 percent (NICRA N38093, HHS cognizant agency). Total budget: $738,195 over three years, within California's $750,000 award ceiling. Project period: September 30, 2026 through September 29, 2029.
