Healthy Kids Santa Barbara County - Abstract Santa Barbara County Education Office (SBCEO) seeks a cooperative agreement of $1,500,000 under the Connecting Kids to Coverage HEALTHY KIDS 2022 Outreach and Enrollment program, to establish Healthy Kids Santa Barbara County (Healthy Kids SBC), to reach and serve uninsured Medi-Cal-eligible children and their parents, as well as pregnant individuals in Santa Barbara County, California. Healthy Kids SBC will target the county’s large number of Hispanic/ Latinx children, as well as homeless families, bilingual and monolingual Spanish speakers, and others with limited English proficiency (LEP), including those from Mixtec, undocumented and migrant populations who are eligible for coverage under California’s Medicaid expansion. Over the three-year project period, SBCEO and its seven subrecipient partners, including two federally qualified health centers (FQHCs) and five Community Based Organizations (having a total of 10 Family Resource Centers which span the entire county), will support an estimated 9,660 individual Medi-Cal applications, including 4,457 for children ages 0-17, 3,821 for parents, and 1,382 for pregnant individuals. These partners have collaborated on previous Medi-Cal screening, outreach, and enrollment initiatives, and have the capacity, expertise, and deep community relationships to achieve the goals of the Healthy Kids program. Healthy Kids SBC goals are to: (1) submit 4,457 health coverage applications for children; (2) newly enroll 3,649 children in Medi-Cal; (3) renew Medi-Cal for 1,578 children; (4) submit 3,821 health coverage applications for parents; (5) newly enroll 2,603 parents in Medi-Cal; (6) renew Medi-Cal for 1,760 parents; (7) submit 1,382 health coverage applications for pregnant individuals; (8) newly enroll 1,343 pregnant individuals in Medi-Cal; and (9) renew Medi-Cal for 72 pregnant/ postpartum individuals. SBCEO and its partners will employ a variety of evidence-based outreach and messaging efforts, including focused activities for back-to-school, year-round enrollment, and retention. Healthy Kids SBC will draw upon a large referral network that encompasses Santa Barbara County Department of Social Services local offices, all 20 public school districts in the county, State Preschool, Head Start, and Early Head Start programs, Hispanic cultural organizations, and numerous community-based organizations. Project-funded, certified Health Access Assistors will serve as navigators, and will conduct outreach by: (1) promoting universal health insurance coverage screening to the 20 public school districts in Santa Barbara County; (2) conducting universal screening at preschool programs supported by SBCEO; (3) supporting the Santa Barbara Promotores Network of community health outreach workers to reach Spanish-speaking communities; and (4) reaching pregnant individuals via prenatal services provided by FQHCs. Messaging will be conducted in English and Spanish, using the National Campaign’s resources and guides, and will include substantial social media outreach efforts. Messaging campaign outreach will include providing flyers and other collateral materials at food distribution sites, tabling events at churches and community festivals, and school district communications; working with a video production consultant to create and disseminate a video PSA for use in social media and Spanish-language television; purchasing print, radio, television, and digital advertising, including radio PSAs to reach Mixtec and Spanish-speaking individuals; and sharing weekly social media posts on all partners’ platforms.
