Implementation of SBS throughout the State of Rhode Island. Infrastructure for SBS including research and development, stakeholder engagement, systems enhancements and training and guidance documents - The Rhode Island Executive Office of Health and Human Services’ (EOHHS’) grant proposal, in partnership with the Rhode Island Department of Education (RIDE), aims to implement Medicaid and CHIP funding for School-Based Services (SBS) beyond Individualized Family Service Plans (IFSP) and Individualized Education Programs (IEP). Recognizing the diverse needs and perspectives of Local Education Agencies (LEAs), RIDE, the State Education Agency (SEA), healthcare providers, families, students and other key stakeholders, our grant proposal places a strong emphasis on developing a robust stakeholder input process to shape the direction and effectiveness of our initiatives, and to ensure that our efforts align with the needs and priorities of the communities we serve. The overarching goal is to achieve full state implementation of SBS during the grant period through engagement of a consulting firm to provide the needed infrastructure supports in key areas related to project management, LEA training, development of guidance and compliance processes and documents as well as subject matter expertise in support of the submission of a SBS State Plan Amendment. EOHHS and RIDE believe that with robust stakeholder involvement and the support of a consulting firm to address infrastructure current gaps, Rhode Island can increase LEA participation and utilization of SBS, which will increase access to comprehensive services for Medicaid enrolled children in schools across the state. The grant will also provide critical funds and supports needed to implement SBS which will enhance financial sustainability for LEAs. EOHHS is requesting a total budget of $2.5 million, and funds will be used to contract with consulting firms to perform needed activities to implement SBS as well as funds for translation of materials to ensure equitable access to information for stakeholders.
