The Annual Report

The mission of the U.S. Department of Health and Human Services (HHS) is to enhance the health and well-being of Americans by providing for effective health and human services and by fostering sound, sustained advances in the sciences underlying medicine, public health, and social services. In support of its mission, HHS manages hundreds of programs which award over 75,000 grants annually. Tracking and accounting for HHS grant spending and providing high quality data to the public and external stakeholders is critical to fulfilling HHS' mission and strategic goals.

This annual report reflects a summary of grants HHS awarded during Fiscal Year 2013 (October 1, 2012, through September 30, 2013). Grants are a legal instrument reflecting the relationship between the United States Government and a State, a local government, or other entity when

  1. the principal purpose of the relationship is to transfer a thing of value to the State or local government or other recipient to carry out a public purpose of support or stimulation authorized by a law of the United States instead of acquiring (by purchase, lease, or barter) property or services for the direct benefit or use of the United States Government; and
  2. substantial involvement is not expected between the executive agency and the State, local government, or other recipient when carrying out the activity contemplated in the agreement (31 U.S.C. ยง6304).

This report does not include information related to technical assistance, which provides services instead of money; other assistance in the form of loans, loan guarantees, interest subsidies, or insurance; direct payments of any kind to individuals; or contracts, which are required to be entered into and administered under procurement laws and regulations.
