Vermont's Rape Prevention and Education Program: Using the Best Available Evidence for Sexual Violence Prevention - The overarching purpose of the proposed project is to prevent sexual violence (SV) perpetration and victimization by using an approach that is grounded in the following key elements: use of a public health approach to decrease SV risk factors and increase SV protective factors; select, implement and evaluate prevention strategies based on the best available evidence across multiple levels of the Social Ecological Model (SEM), with an increasing emphasis on community-level strategies; and build partnerships and make linkages that support the use of strategies to address shared risk and protective factors across multiple forms of violence. In year 5 of the current project the VT RPE program conducted an Indicator Selection Readiness Assessment. For this assessment process, a workgroup of six youth sexual violence prevention and evaluation experts convened with the RPE Project Director and VT Network’s Director of Member Relations to systematically review the state's existing RPE logic model, five-year state plan, and evaluation goals, objectives, and indicators. The RPE evaluation specialist conducted interviews and focus groups with approximately 40 individuals. The stakeholder engagement inquiry focused on key questions in several domains, including: (1) youth prevention best practices; (2) ideal age ranges for sexual violence prevention efforts; (3) needs and successful strategies in rural, LGBTQ, and minority populations; (4) opportunities to strengthen collaboration with other partners also focused on youth risk and protective factors; and (5) opportunities to establish and strengthen community-level prevention efforts. Key themes, resources, and recommendations from the Indicator Selection Readiness Assessment workgroup and stakeholder scan will be used to revise the statewide plan and select indicators in year 1 of the new project period and will help define RPE strategies and activities for years 2-5.
