COMPONENT A: BUILDING CAPACITY TO USE EH DATA FOR DATA-DRIVEN DECISION MAKING The Minnesota Department of Health (MDH), Food, Pools, and Lodging Services Section (FPLS) collects data that identifies and describes environmental health (EH) hazards during approximately 20,000 inspections of regulated businesses annually. FPLS also evaluates and collects data on the performance of state and local EH programs throughout the state. The FPLS section does not have the capacity to use those data to provide insights needed for data-driven decision making. The purpose of this project is to help FPLS utilize the data that it collects to help form our policies and inform our business operators and communities. We propose to build internal competency around data gathering, program evaluation, and data visualization. Project outcomes include a better understanding of the EH hazards that are observed during inspections of businesses under FPLS jurisdiction, and increased competency in measuring the effectiveness of interventions used to reduce them. Additionally, this project will enhance MDH’s ability to visualize and communicate program evaluation findings, resulting in an increased understanding of statewide program performance. COMPONENT B: IMPROVING ACCESS TO SAFE DRINKING WATER FROM PRIVATE WELLS In Minnesota, about 21% of people (~1.2 million people) get their drinking water from a private well. Private well users are not afforded the same safeguards as people who get their water from public water systems, putting them at higher risk of exposure to contaminants of health concern. There are no regulations in Minnesota that require property owners to test or treat drinking water in primary residence rental homes. Low-income and households of color are over-represented in rental housing, leading to further EH disparities among rental households on wells. Nor does Minnesota require well inspection or water testing during real estate transactions. Both of these policy domains are critical components to ensure all private well users have access to safe drinking water, but the MDH Well Management Section has not yet engaged the appropriate partners to address them. The purpose of this project is to increase EH informatics and evaluation capacity within the MDH Well Management Section so that we can better support local partners in protecting the health of private well users. We will place a strategic emphasis on applying our increased capacity to interventions that address the data and information needs of rental property owners and real estate professionals. The outcomes of this work include improved informatics capacity within MDH’s Well Management Section, increased access to safe drinking water for private well users, greater collaboration with partners to address well water hazards, reduced EH disparities between property owners and renters on wells, and evidence based EH guidance on developing and selecting interventions to increase well safety in rentals and at property transfer.
