PROJECT ABSTRACT SUMMARY As a leader in global health security, health system strengthening, digital health, and health technology innovations, PATH is responding to the US Centers for Disease Control and Prevention’s (CDC’s) request for applications titled “Tanzania Global Health Security Partner Engagement: Advancing Efforts and Strategies to Protect and Improve Public Health.” Over the past decade, Tanzania has confronted small- and large-scale outbreaks, including the ongoing coronavirus (COVID-19) pandemic. Joint External Evaluation (JEE) assessments underscore the critical need to fortify Tanzania’s capacity to prevent, detect, and respond to health security threats. Tanzania’s National Action Plan for Health Security charts a path for enhancing health security capacity. CDC has supported the Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDGEC) to strengthen IHR core capacities. Despite considerable progress, vulnerabilities remain. Purpose. PATH will partner with the MOHCDGEC, other government entities, implementing partners, civil society, and other stakeholders to build multisectoral capacity to prevent, detect, respond to, and control infectious disease outbreaks; strengthen border security; and mitigate public health emergencies of international concern and other health threats, ultimately elevating Tanzania’s health security core competencies as measured by JEE scores. Approach. PATH will strengthen health security systems at the national and subnational levels. We will concentrate proposed activities in 5 regions at high risk for health security threats; these regions were selected by the MOHCDGEC and CDC. PATH presents a clear strategy for supporting multisectoral partners to achieve short-, intermediate-, and long-term outcomes of this project through a lead partner role in strengthening surveillance systems, a core support partner role for emergency response operations, and a support role that builds on synergies between surveillance and antimicrobial resistance, the nationwide laboratory system, and trained multisectoral health workforce efforts. Long-term outcomes are: 1. Advancing efforts and strategies to protect and improve health security a. Strategy 1: Prevent and Combat Antimicrobial Resistance (AMR). Improved identification and monitoring of emergence and spread of AMR organisms. b. Strategy 2: Strengthen Surveillance System. Strengthened early warning surveillance systems that fulfil core capacity requirements in line with IRH/OIE guidelines. c. Strategy 3: Nationwide Laboratory System. Strengthened national human and animal laboratory systems safely and accurately detecting epidemic-prone diseases. d. Strategy 4: Trained Multisectoral Health Workforce. Strengthened multidisciplinary workforce that conducts health security activities effectively and sustainably. e. Strategy 5: Emergency Response Operations. Improved management and effective coordination of response to outbreaks and emergencies using coordinated multisectoral responses across all levels. 2. Rapid response to small-scale infectious disease outbreaks or other public health emergencies. Sustained improvements in response timeliness in achieving control, reduced morbidity and mortality attributed to outbreaks or health threats, and improved preparedness for future outbreaks and highly infectious diseases. 3. Rapid response to large-scale infectious disease outbreaks or other public health emergencies. Outcomes are the same as small-scale outbreaks above.
