Community studies and mathematical modelling have confirmed that VMMC is an effective, efficient, and cost-saving HIV prevention modality. Right to Care (RTC) circumcised more than 1.4 million males between 2012-2022, with an Adverse Event (AE) rate of <1.5%. RTC has the experience, knowledge and capacity to scale up and manage large volume, high-quality VMMC services as part of a comprehensive package of HIV prevention in high-risk populations, particularly males aged 15-29 years. This aligns with the South African Government (SAG) and National Department of Health (NDoH) plan to circumcise 80% of high-risk males to reduce new HIV infections substantially. Other short-term and intermediate outcomes of this project will include increased awareness and utilization of VMMC services by males aged 15-29 years; increased uptake of HIV testing and linkage to care; improved data quality for planning and reporting; improved supply chain systems; and increased coordination, management, oversight, and ownership of VMMC services by NDoH. RTC is bidding for all 27 PEPFAR districts as prime implementor and will sub-contract Pulse Health Solutions for service delivery in six districts across North West, KwaZulu Natal and Limpopo provinces. Other sub-contractors include Foundation for Professional Development (FPD) for VMMC training, Right e-Pharmacy for the call centre, PrionTex for supply chain management, and Qode Health Solutions for cutting-edge M&E systems and data visualization. RTC has chosen to partner with the above organizations due to their excellent track records and vast experience in their respective fields. The keys to the success of the RTC VMMC program are innovative demand creation strategies that are tailored to the unique contexts of the different districts in SA; strong relationships with the DoH at National, Provincial (RTC has signed MOUs for VMMC with 6 of the 9 SA provinces) and District levels; strong working relationships with traditional and community leadership; a robust Continuous Quality Improvement (CQI) program; data-informed decision making and reporting; rigorous M&E approaches and systems, and weekly donor and SAG reporting; strong partnerships; comprehensive grant management budgeting and reporting; the holistic management of AEs; and highly skilled technical expertise across disciplines. RTC has consistently been the best-performing VMMC partner over the last ten years, supporting the NDoH with an average of over 100,000 VMMCs performed per annum using evidence-based social and behavioral change communication methods and agile service delivery.
