Malawi has an estimated HIV prevalence of 8%, in a population of about 18 million people, with geographical and demographic disparities. Through a concerted effort by the Ministry of Health (MoH) in collaboration with other national and international partners, Malawi has made significant progress towards the 95-95-95 UNAIDS targets set for 2030. Electronic medical record (EMR) systems have been developed and deployed in 721 health facilities across the country. This has both contributed towards supporting continuity of care for patients being managed for HIV/AIDS, while also generating data that can be used to improve programme performance. To expand and sustain the progress towards the 95-95-95 targets, ongoing efforts are needed to strengthen Malawi’s data use across health system levels to guide HIV programming and support monitoring of program performance. The purpose of the Malawi EMR Data Use (MEDU) project is to strengthen data use at national, district and facility levels for improved decision making. The project will achieve this purpose by increasing EMR system utilization in care delivery, strengthen the interoperability architecture and technical performance of the national central data repository (CDR), strengthen CDR data access and analysis to improve program implementation, build technical and human capacity for accurate and timely processes across the data cycle (capture, cleaning, storage, management, transmission, integration, extraction, and analysis), and enhance tools and capacities for data analysis, visualization, and interpretation. Expected outcomes include: 1) increased use of the CDR as the one-stop data center for 95-95-95 cascade indicators and other key HIV-related indicators related to sustainable HIV epidemic control; 2) use of the CDR to inform the national HIV program as well as other public health programs in Malawi; 3) improved trust of government, CDC, and stakeholders in accuracy of national data; 4) improved decision making to manage public health threats; and 5) improved HIV patient health outcomes and reduced burden of disease in Malawi.
