Background
Addis Ababa, the capital and largest city of Federal Democratic Republic of Ethiopia and seat of the African Union, is home to an estimated population of over 3.5 million people (CSA population projections, 2015). AACAHB has made remarkable progresses in controlling the HIV/AIDS epidemic over the past decade though the prevalence remains relatively higher (3.4%) in the city compared to the National average (0.9%). Furthermore, the Ethiopia Population-based HIV Impact Assessment (EPHIA, 2017) indicates a 3.1% prevalence rate among 15-49 age group in Addis Ababa. A projected estimate for 2020 depicts that 107,026 PLHIV of whom 97% adults and 3% pediatric live in the city. Recent data showed that Ethiopia is close to controlling the HIV epidemic. However, AACAHB remaining gaps that need focus to achieve epidemic control include preventing the spread among key populations, providing support services for persons affected by HIV to ensure retention in care, and pediatric services including new case identification and improved treatment coverage, and Cervical Cancer among HIV women.
Purpose
The main purpose of this operational project plan is to ensure continuity of quality comprehensive HIV/AIDS prevention, care and treatment services for controlling HIV in the Addis Ababa City Administration. It will also aim to strengthen and help the city close gaps to achieve the 95-95-95 goals and reach HIV epidemic control.
Key Area and Activities
In line with the UNAIDS goal and the PEPFAR cooperative agreements, the project will plan to address key programmatic areas and activities including Optimizing the HIV Case detection activities to reach undiagnosed populations living with HIV especially young adults, men, and key populations (KP) by strengthening the targeted testing service using the HIV risk screening tools, Voluntary counselling, and testing service (VCT), HIV self-testing and safe and ethical index case testing (ICT) activities. Focus will also be given to prevention activities among children, adolescents, young adults, and members of vulnerable and key populations. It will also include to address the ART treatment; care and support; prevention of mother to child transmission (PMTCT); TB/HIV; TB preventive treatment (TPT) scale-up, Advanced HIV disease (AHD) management, screening and treatment of cervical cancer (CxCa), sexually transmitted infection (STI) prevention and treatment; laboratory services; gender-based violence (GBV) care, quality improvement (QI) and health system strengthening. Strengthening of survey and surveillance programs and monitoring and evaluation (M&E) system for evidence-based public health decisions will also be part of the focus area during the project period time.
Outcome
To strengthen the prevention, case detection, care and treatment, health systems strengthening as well as the Laboratory, surveillance, infrastructure, and capacity building activities which will have a big impact in reaching the 3 95 Targets as well as the epidemic control.
