The Maricopa County Adult Probation Department in collaboration with Community Bridges, Inc. (CBI) and ViVRE Recovery Housing will implement the Housing Outreach and Peer Engagement (HOPE) program and serve 348 Drug Court clients with housing instability, providing peer support services, housing assistance, and related services. The goal is to increase engagement in clinical services and successful completion of Drug Court. Clients in Maricopa County’s post-adjudication Adult Drug Court are medium-high to high risk for recidivism, with a moderate to severe need for substance use disorder (SUD) treatment. The population is 70% male and 30% female with 56% White, 29% Hispanic, 9% African American, 4% Native American, and 2% Other race/ethnicity. Approximately 15% of the 600 clients in Drug Court experience housing instability, which is frequently coupled with a lack of access to transportation. Meeting Drug Court requirements can be extremely challenging when basic needs such as safe and stable housing and access to transportation are limited or absent; these clients frequently abscond. New clients to Drug Court will be screened to quickly identify those with housing instability for referral to HOPE. CBI Peer Support Navigators will establish relationships with HOPE clients and provide an intensive, targeted intervention that begins early in the client’s involvement with the Drug Court. Navigators will link clients with resources and services needed to establish and sustain their stability in the community, provide transportation, and support clients’ engagement in SUD treatment and the Drug Court program. ViVRE will provide recovery housing to HOPE clients, with an advanced level of services in the first month, followed by two months of basic recovery housing. Services include case management/employment assistance. HOPE will serve 60 clients in year 1 and 72 clients annually in years 2 through 5, a total of 348 clients. HOPE objectives are: Annually- 100% of new Drug Court clients will be screened for housing stability at their first appointment with the probation officer, 90 Drug Court clients identified with unstable housing will be referred to CBI Peer Navigation (75 in year 1), 72 Drug Court clients will be served with Peer Navigation (60 in year 1), and 52 Drug Court clients enrolled with Peer Navigation will reside in recovery housing with ViVRE (42 in year 1, 53 in year 2, and 52 in years 3-5). The outcome objectives are: 75% of HOPE clients will receive clinical SUD services; at 6 months post-program entry- 50% of HOPE clients will be engaged in SUD treatment, 45% of HOPE clients will have stable housing, and 45% of HOPE clients will avoid illicit substances, including alcohol; 40% of clients in the HOPE program will successfully complete Drug Court (which will also mean successful completion of treatment); and the average annual number of clients in Drug Court treatment services will increase over baseline of 391 by 27 (7%) at the end of year 1 and will increase by 54 (14%) over baseline of 391 in years 2 through 5.
