Manatee County Substance Abuse Prevention Coalition, d/b/a Drug Free Manatee (DFM) seeks the Strategic Prevention Framework-Partnerships for Success grant to expand and enhance existing prevention infrastructure and adopt new initiatives aimed at addressing underage drinking and vaping of marijuana and tobacco in youth age 9-17. The population served will span Manatee County, Florida, which is comprised of 741 square miles of land and 125 square miles of coastline along the Gulf of Mexico, and a current population of 394,855 residents. Those under the age of 18 comprise 18.6% or 70,000 individuals, and their parents. Additional populations of focus will be drug endangered children, who are at risk of substance use issues themselves as a result of trauma and parental substance use. DFM has a long-standing history of successful partnerships in the community, including working with law enforcement agencies, state and local government, treatment providers, faith-based communities, media, school districts, child welfare programs, and businesses. DFM will leverage these relationships to build agency and community infrastructure to address emerging issues among the target population, particularly those interacting with child protective agencies and programs for at-risk youth. DFM's proposed activities address community issues identified through Strategic Prevention Framework (SPF) processes from 2008-2018. Understanding the need for a comprehensive approach to the issues DFM seeks to address, the Coalition intends to invest in a variety of existing and new initiatives. These investments include an expansion of the Youth in Action to integrate "Future Me", a multicultural collaboration approach to peer education and mentoring across middle schools and high schools in partnership with Manatee County schools; Handle with Care program expansion to early learning provders and state-wide implementation; a new school-based initiative through the procurement of vape testing kits in collaboration with the Manatee County Sheriff's Office; a mobile parent education model of a typical teen bedroom "Hidden in Plain Sight" to teach recognition of potential substance; and a new initiative, "Let's Talk", to open up dialog between students and parents about prevention. Underlying all of the proposed initiatives are targeted, data-driven, culturally responsive media and marketing campaigns to enhance the community impact of the overall prevention goals. Through the successful implementation of these activities, in conjunction with current and ongoing efforts, DFM intends to reduce underage drinking in the community, reduce youth use of vaporizers/e-cigarettes, and increase protective factors for children exposed to trauma/adverse childhood experiences by the end of the grant term in 2025. DFM requests the full funding over the five-year period, equaling $1,500,000 ($300,000/year). DFM is eager to partner with SAMHSA and the identified PTTC for technical assistance and best practice sharing opportunities. The Coalition is committed to working alongside SAMHSA's priorities for this funding as a means to prevent the onset and reduce the progression of substance misuse and its related problems while strengthening existing prevention capacity and infrastructure at the community level in Manatee County.
