Choctaw County Coalition Drug Free Communities Support Program: 2019-2024: Project Abstract/Summary: The Choctaw County Coalition (CCC) Drug-Free Communities (DFC) Support Program serves Choctaw County, Oklahoma. The goals are to establish and strengthen community collaboration in support of local efforts to reduce and/or prevent substance use/abuse among youth, grades 6th through 12th within four school districts in the county. The coalition working in coordination with Oklahoma Healthy Living program staff will utilize the Strategic Prevention Framework Model to assess needs; build capacity, plan and implement strategies and evaluate program outcomes. Further, the CCC will involve and foster the Choctaw County Youth Coalition (YouCo!) and Choctaw Nation Youth Advisory Board to promote diversity and youth input in activities and strategies. Little Dixie Community Action Agency, Inc. (LDCAA) will continue as the fiscal agent/legal applicant. This will represent the second five-year DFC support program for the CCC with a project period of October 31, 2019 through October 30, 2024. Choctaw County is a rural area located in southeast Oklahoma bordered by other rural counties, the Red River and northeast Texas. According to the 2010 Census, Choctaw County has a population of 15,205 with 26.1% of the population living below the poverty level, a percentage much greater than the state rate of 16.1% and the National rate of 14.3%. Other factors present associated with increased substance use include extremely high unemployment rates, lack of parental involvement, and low educational attainment. The CCC Drug Free Communities program will continue to implement the goals and objectives developed by utilizing the Strategic Prevention Framework. The DFC will implement policy, environmental, programmatic and infrastructure to reduce youth substance abuse through collaborative efforts with other resource providers. Among the goals, objectives and strate
gies are: DFC Goal 1: Increase collaboration, coordination, and community-based networking to prevent youth substance abuse. Objective 1: By October 30, 2024 the Choctaw County Coalition will increase active sector representation and participation in the coalition so that coalition membership includes at least one additional member from each of the 12 sectors who attend at least six coalition meetings, training, or events during the year as measured by membership rosters and attendance logs. Strategy 1: Inform residents and resource providers of the substance use problem in order to strengthen collaboration, structure and capacity. DFC Goal 2: Prevent and reduce youth substance use/abuse. Objective 1: By October 30, 2024, there will be a decrease in tobacco use (all forms including vapes) by 20% from baseline and a decrease in marijuana use by 30% from baseline among youth ages 12 - 18 as measured by Past 30-Day Use, reported on the Oklahoma Prevention Needs Assessment survey tool. Strategy: Using the Strategic Prevention Framework, reduce substance use by reducing access to tobacco and marijuana and work to implement harsher consequences for adults and businesses involved in contributing to minors.
