The Van Buren County STOP Act Program plans to ensure that teen access to alcohol is reduced; that teen alcohol use is reduced; and that binge drinking by youth is reduced in Van Buren County. The program will work to make server trainings mandatory for every business that obtains a liquor license and will support the efforts of law enforcement to perform semi-annual compliance checks. The program will also work to build the capacity of the Van Buren County SAFE Coalition, Van Buren Community Members and Key Stakeholders to address the issues of underage drinking and binge drinking by youth in a productive and effective manner. By putting these strategies in place the coalition plans that youth will not be able to easily obtain alcohol, will reduce the number of youth who are using alcohol, and will reduce the number of youth who are binge drinking. The STOP program will cover the geographic area of Van Buren County with approximately 7400 residents. Van Buren County has been identified as an area where underage drinking is a problem based on the Iowa Youth Survey and a Community Readiness Survey. The Iowa Youth Survey showed in 2016 that 27% of 11th graders were drinking compared to 21% in the state. The Community Readiness Survey showed that 71% of respondents felt that alcohol is a moderate or serious problem for teenagers in Van Buren County. These numbers are a call to action for our community and the motivating factor for the STOP program to reduce teen access to alcohol.
