The Pueblo of Laguna (POL) is requesting a one-year Tribal Management Grant (TMG) in the amount of $50,000 to explore if the Pueblo can assume all of the IHS Programs, Functions, Services and Activities (PFSA’s). This planning will identify current data collection systems in use and to the extent analysis of the datasets assist managers and Pueblo Council in identifying health needs, gaps in service and developing and prioritizing health services. Use of data is a vital tool for organizational and management of existing IHS PFSA’s. Data driven metrics aides in establishing performance measures for health services, strengthening internal controls and capabilities and developing a strategic health plan specific to Pueblo of Laguna members and user population.
This basic question is critical if the Pueblo wants to pursue a full Title V compact. The Pueblo just completed a third-year audit with no significant or material audit exceptions. The Pueblo Council has expressed firm interest in Title V Compacting and directed the Executive Branch and tribal operations to pursue planning funds to establish which portions of the health care delivery systems are effective and acceptable by Indian Health Service. Conversely, to identify areas and systems needing significant improvement and develop mitigation plans and methods.
In 2013, the Pueblo contracted shares for Public Health Nursing and Health education programs from the I.H.S. In 2016, the Laguna Health Care Corporation (LHCC) was chartered which developed and implemented plans for securing Hospitals and Clinics shares from ACL Service Unit and Albuquerque Area shares. In February 2021, during the COVID 19 pandemic the LHCC opened a new Health Clinic for the Pueblo of Laguna members and any native American patient.
