The Arab Community Center for Economic and Social Services (ACCESS) proposes a three-year Community-based Approaches to Strengthening Economic Supports for Working Families Grant that will attempt to determine if linguistically and culturally appropriate Earned Income Tax Credit outreach and education activities, targeting low and moderate-income Arab American households in Southeast Michigan, increases EITC receipt among the population and causes changes in their risk and protective factors for adverse childhood experiences (ACEs). The project will adopt a Plan-Study-Do-Act cycle, to be repeated in each of the project's three years, to pursue the following major activities: (1) Engage local stakeholders to customize an EITC outreach and education campaign for use in the target Arab American community; (2) Implement the linguistically and culturally appropriate EITC outreach and education campaign approved by community stakeholders; and (3) Determine intervention impact on EITC and ACEs risk and protective factors. The project will increase EITC receipt rates among low- and moderate-income Arab American households in Southeast Michigan by 16% by the end of the project period. The project will reduce self-reported financial hardship by 13.5% among low- and moderate-income Arab American households in Southeast Michigan by the end of the project period. The project will increase self-reported monthly leisure time physical activity by 9.9% among low- and moderate-income Arab American households in Southeast Michigan by the end of the project period. ACCESS, the largest nonprofit, Arab American community-based organization in the United States, will partner with two sub-recipients: Accounting Aid Society - the area's largest VITA provider - and Michigan State University, College of Human Medicine, Department of Family Medicine. The project also includes a Project Stakeholder Committee comprising Arab American leaders, public health stakeholders, and leaders from related public entities and human service organizations.
