PURPOSE: To support the delivery of coordinated, comprehensive and high-quality set of voluntary home visiting services to eligible families in RI in high-need and surrounding communities.
Goals and Objectives:
Goal 1: Strengthen and improve the programs and activities carried out under Title V.
Objective 1:1 Support a system of evidence-based home visiting that continues to address health equity and reduce disparities, by ensuring that 100% of families in Family Visiting have access to preventive services.
Goal 2: To improve coordination of services for at-risk communities.
Objective 2:1: Support a home visiting system/infrastructure that addresses family needs, by using data to inform decisions at 80% of Leadership Council & Family Caregiver meetings
Objective 2:2: Improve Early Childhood System Coordination to align programs, policies and funding, by ensuring that 100% of recommendations are developed in collaboration with the Children’s Cabinet and the Early Learning Council
Goal 3: Identify and provide comprehensive services to improve outcomes for families who reside in at-risk communities
Objective 3.1: Identify, outreach to and enroll families meeting the Health Resources and Services Administration’s (HRSA) priority populations criteria
Objective 3.2: Support high quality service delivery by implementing a comprehensive professional development plan and regular sub-monitoring. Ensure that 100% of Family Visitors participate in at least three trainings annually
Objective 3.3: Use Continuous Quality Improvement and an approved Performance Measurement Plan to measure program quality, track family engagement and measurements at the city/town level. Have 100% of teams participate annually
Methodology: The Rhode Island Department of Health's Family Visiting Program will implement Healthy Families America, Nurse-Family Partnership and Parents as Teachers in the high-needs communities of Central Falls, Cranston, Lincoln, Newport, North Providence, Pawtucket, Providence, Warwick, West Warwick, Woonsocket and Washington County. The Family Visiting Program will support 650 Healthy Families America family slots, 150 Nurse-Family Partnership family slots and 350 Parents as Teachers family slots. These communities were identified as high-need communities identified in the 2020 MIECHV Needs Assessment. As of June 1, 1,107 families are enrolled in MIECHV programs across Rhode Island.
The Family Visiting Program will work with Local Implementing Agencies, preventative services with the Rhode Island Department of Health and other grant partners and systems including the Early Childhood Comprehensive Systems Grant, Preschool Development Block grant governance and the Family Visiting Leadership Council to provide input, guidance and oversight for family visiting. The Family Visiting Program will continue to support a Workforce Council to address the needs of family visitors and continuously seek feedback from consumers of services, including the Parent/Caregiver Advisory Council.
