GOALS: 1. By 09/29/2024, N-MIECHV will assure documentation of high-fidelity delivery of voluntary, evidence-based home visiting to a caseload of 525 eligible families in 18 counties identified as at risk for child maltreatment. Obj. 1.1: By 9/29/24, N-MIECHV will assure LIAs demonstrate fidelity, accuracy, & completion of the data to produce positive results on the federal benchmarks. Obj. 1.2: By 9/29/24, N-MIECHV will provide technical assistance & oversight to assure LIAs demonstrate progress on their CQI projects aligned with the State CQI Plan. Obj. 1.3: By 9/29/24, N-MIECHV requires all LIAs maintain accreditation in good status with the Healthy Families America model. 2. By 09/29/2024 Increase enrollment of MIECHV programs implementing effective, voluntary, evidence-based home visiting services. Obj. 2.1 By 09/29/2023, N-MIECHV programs will have increased active enrollment of families involved in child welfare by 20% of last year’s numbers. Obj. 2.2 By 09/29/24 N-MIECHV programs will have maintained a minimum of 80% capacity enrollment for one year. 3. By 09/29/24 N-MIECHV will enhance a well-trained & competent workforce. Obj. 3.1: By 09/30/2023, N-MIECHV will partner with MCH Title V to provide advanced reflective supervision training to all N-MIECHV network supervisors through the Nebraska Center on Reflective Practice. Obj. 3.2: By 09/30/23 N-MIECHV will plan with the LIAs for appropriate
& relevant professional development activities through the 2023 Network Summit. Obj. 3.3: BY 09/29/24 N-MIECHV will work with Kansas University & Answers4Families to develop & launch an online, interactive data training course. 4. By 09/29/2024, N-MIECHV will engage with cross-sector systems-level collaborations to promote sustainability of evidence-based home visiting for at-risk families, & other systems approaches to improving family & lifecourse outcomes. Obj. 4.1: By 9/30/23, N-MIECHV will collaborate with systems & local level partners to disseminate the videos developed for the purpose of education & outreach. Obj. 4.2: By 9/29/24, N-MIECHV will collaborate with the Division of Children & Family Services to exp& quality, voluntary, EBHV services to at least one additional identified priority county. Obj. 4.3: By 9/29/24, N-MIECHV will work with the MCH Title V program to continue to promote early screening & referral of mental/emotional/behavioral health issues by dissemination & utilization of the NEP-MAP Screening & Referral Guide within early childhood systems. Methodology: Major activities include: A) With the LIAs & partners in the Division of Children & Family Services, develop a statewide Outreach Plan increasing knowledge & utilization of EBHV services. B) Proposed caseload of 496 family slots each fiscal year within the period of performance (current caseload is 543 families as of 3/31/22, or 109% of capacity due to HFA tiered intensity system); C) Continue to work with state level partners to develop & enhance comprehensive statewide early childhood systems to address needs & improve outcomes; D) Utilize the NEP-MAP Screening & Referral Guide to increase evidence-based community screening practices in the identified counties as part of the statewide & local Early Childhood Comprehensive System networks; & E) Contract with the Nebraska Center on Reflective Practice for a
dvanced reflective supervision training for all N-MIECHV network supervisors.
