Using the Strategic Prevention Framework as a planning and assessment tool, a network of public, private, civic and faith based partners founded a prevention coalition to address the alarming level of youth substance abuse in rural Lancaster County with the most significant incidence of poverty, crime, and problem youth behaviors. The Lancaster County Coalition for Healthy Youth is one of the strongest, most prolific prevention coalitions in the state. In addition to operating evidence-based prevention services in every school in the county, the coalition founded and hosts the only annual national prevention conference that focuses on the unique challenges of conducting prevention in rural communities. In addition the group hosts an annual legislative breakfast and produces a weekly cable program highlighting prevention and youth development. A detailed assessment of nineteen risk factors associated with alcohol, tobacco and other drug use was conducted by the coalition members. Best practice intervention strategies were reviewed, community forums held, and a strategic plan devised to guide prevention strategies over the next five years. After a review of best practices, the Coalition selected an environmental strategy (Community Trails Intervention for High Risk Drinking) to reduce demand in the community, promote parent and community awareness of the problem, and engage interagency providers in a collaborative effort to address youth substance use. With grant funds, the Coalition will hire a full time Project Coordinator, curriculum materials and supplies, and training necessary to carry out the environmental prevention strategies model (Community Trials Intervention for High Risk Drinking) with fidelity to the overall model. In addition funds will be employed to allow law enforcement to expand Alcohol Compliance Checks, Sobriety Checkpoints and Party Patrols.
