Jhpiego and its partner, AVSI Foundation, will build on their extensive experience collaborating with the Government of Côte d’Ivoire (GoCI) to implement the Reaching Priority Populations with HIV Services Project (RPP-HIV Project), which will contribute to the goals of the GoCI, outlined in their National Strategic Plan, PEPFAR program’s goals in their country operational plan, and UNAIDS 90:90:90 goals. The overall goal of the RPP-HIV Project is to improve health status of priority populations (PPs) in targeted districts in CI through increased access to quality HIV testing, age-appropriate counseling, enrollment in ARV services and follow-up, including adherence support. To achieve this, RPP-HIV Project will use innovative means to address persistent gaps in CI, in a way that reaches and retains PPs in care with a minimum package of core HIV services, while minimizing perceived stigma and maximizing sustainability. There are four main strategies for this project: 1. Design and implement targeted HIV testing and linkage strategies for PPs at health facilities and communities in the prioritized districts; 2. Provide comprehensive HIV prevention, care and treatment services to PPs; 3. Support and strengthen data management, including high-quality documentation, reporting, analysis, dissemination and use at the district and community levels; and 4. Develop capacity of community-based organizations and decentralized Government entities in delivery and management of high quality HIV prevention, care, treatment and support services. The RPP-HIV Project will reach and test individuals from PPs through targeted outreach of HIV testing services and index-client tracing, ensuring that facilities implement provider-initiated testing and counseling. Once clients are identified as HIV positive, a peer navigator will register them in CommCare, an electronic application, to track referrals and accompany individuals to the facility where they will be enrolled in care at the facility level. Community health workers will make household (HH) visits to clients at that level, and individuals will also be enrolled in chronic care clubs. In addition, OVC will be tested and enrolled in orphan and vulnerable children(OVC) support services. To ensure that the community data are complete and of high quality, the RPP-HIV Project will train nongovernmental organizations and community health workers to properly use the CommCare application and paper-based forms. Jhpiego will also work with PEFPAR clinical-implementing partners to integrate community-level data with the partners’ ongoing data review meetings. In addition, to encourage the project’s sustainability, Jhpiego will train local NGOs and government entities in technical and management competencies. The training will be accompanied by periodic assessments and mentoring site visits, so, by the end of the project, local NGOs and government entities will have the proven competencies to manage HIV programs from financial and technical perspectives. Globally, Jhpiego brings extensive experience with quality improvement, clinical mentorship and the application of evidence-based innovations to prevent, care and treat individuals with HIV/AIDS and other infectious diseases. Jhpiego has worked in Côte d’Ivoire since the late 1980s and has successfully provided technical assistance on prevention of mother-to-child transmission, task-shifting for nurses and midwives to prescribe ART, quality improvement for PMTCT and HIV care and treatment and pre-service education. AVSI has had highly productive relationships with Ivoirian government ministries and programs since it opened operations in CI in 2008. AVSI began working with OVC in CI at USAID’s request, based on AVSI’s successful OVC care and support approach from East Africa. Building on these relationships and successes will be key to successful implementation of the RPP-HIV Project.
