TOR: Project Abstract Mashantucket Pequot Tribal Nation (MPTN) has formed its interdisciplinary Opioid Use Taskforce [MPTN-OUT] to reverse the Opioid Use Disorder [OUD] epidemic that is damaging the individual health, lives, families, finances, culture, and spirit of the tribe. It aims to do so by building a sustainable capacity to help with OUD prevention, treatment, and recovery. The target population of focus will be the 1415 individuals on the tribal family health plan representing people who are at risk, or affected by OUD. The catchment area for this project will include the Mashantucket Pequot Tribal Nation reservation and the New London County which serves as the Purchased referred care delivery area. According to the July 2018 National Survey on Drug Use and Health (NSDUH) report, despite a higher need for substance use treatment, U.S.-born American Indian/Alaska Native adults residing on tribal lands were less likely than those residing off tribal lands to receive substance use treatment at a specialty facility. Local data indicates significant incidence and prevalence of OUD at MPTN costing heavily in human and financial terms. Preliminary survey shows service gaps that we will bridge using this grant. We will focus on three overarching goals. Goal 1: MPTN will build an OUD prevention program based on strategic plan to identify service gaps and reduce harm for the high-risk segment of the target population by conducting a comprehensive strategic planning process and easier access to naloxone at pharmacy using a standing order protocol. Goal 2: MPTN will build evidence-based, systems-based model to provide Medication Assisted Treatment [MAT] to people suffering from OUD with a local prescriber, care manager along with staff members well trained in OUD care. Goal 3: MPTN will establish a recovery support services program for tribal members suffering from OUD and build a community recovery coaches program. We will designate healthcare facilities smoke free and offer cessation programs to the patients who smoke cigarettes. MPTN-OUT will use SAMHSA Performance Accountability and Reporting System (SPARS) to collect and analyze both quantitative and qualitative data on the objectives with an emphasis on data security and patient privacy. We will use the Institute for Healthcare Improvement’s Model for Improvement, Plan-Do-Study-Act, rapid small tests of changes, and continuous improvement mindset. We will learn and share our successes and barriers with others.
