The Mashpee Wampanoag Tribal Opioid Response Plan project seeks to address the opioid epidemic that claimed 11 valuable Mashpee Wampanoag Tribal members’ lives in 2016, prompting the Tribe to declare a State of Emergency. The MWT TOR project will be grounded in culture and informed by a community needs assessment. The activities conducted will include support to the current MAT program, peer recovery support and prevention and cultural activities. The MWT TOR project will serve Mashpee Wampanoag Tribal members, focusing on those that live within the Indian Health Service (IHS) Contract Health Service Delivery Area (CHSDA) in Massachusetts (1,715) and outside the CHSDA in Connecticut and Rhode Island (112). Our Tribal members have a rate of substance abuse 4 times that of other residents of the state of Massachusetts; a depression rate and emotional distress rate 150% times that of our neighbors; and 25% of the Mashpee Tribal members report having attempted suicide as youth. The MWT TOR project will center culture as the grounding element of the project, drawing from the strength in our traditions, language and cultural teachings. While specific activities are outlined, the project will be informed by a needs assessment, so as to also center community members’ voices. The project is built around three main components: Referral and support to the current MAT program, peer recovery support, and prevention and cultural activities, including training on the Gathering of Native Americans (GONA). The goals of the project are to: 1. Increase the number of Mashpee Wampanoag Tribal members connected to treatment and recovery programs and supports; and 2. Increase number of cultural and prevention activities that support holistic health for Mashpee Wampanoag Tribal members. The objectives for the first goal are: 1. By January 2018, a needs assessment will have been conducted that identifies gaps and resources from which to build our services; 2. By the end of the second year, project staff will have referred at least 65 Tribal members to the suboxone program; and 3. By the end of the second year, the peer recovery specialist (PRS) will have provided peer support to at least 85 tribal members. The objectives for the second goal are: 1. By January 2018, a needs assessment will have been conducted that identifies gaps and resources from which to build our services; 2. By March 2019, project staff members will have been trained as GONA facilitators; 3. By the end of the first year, project staff will have conducted at least 4 prevention and cultural activities; and 4. By the end of the second year, project staff will have conducted at least 6 prevention and cultural activities. The goals for the number of people served in first year is 130 and 220 for the second year. As it is difficult to estimate unduplicated numbers for project activities, this can range from 25 to 130 in the first year, and 40 to 220 in the second year. The total number of unduplicated people served over the entire project period from 65 to 350.
