Cook Inlet Council on Alcohol and Drug Abuse (CICADA) will deliver Promoting Recovery from Opioids through MAT and Intensive Support, Education and Services (PROMISES) to expand and enhance its current medication-assisted treatment program for opioid use disorders. Our project serves all adults who are struggling with opioid use disorders (OUD) in the Kenai Peninsula, including 24 rural, remote communities within the Southern and Central Kenai Peninsula. PROMISES will expand our current Medication Assisted Treatment (MAT) services geographically and clinically. We will expand our MAT service area into the Southern Kenai Peninsula, specifically Homer and surrounding communities, increasing our target population. And we will enhance MAT services by adding partnerships with physicians who provide naltrexone in addition to buprenorphine. Goal 1: Increase MAT integrated care/treatment throughout the Kenai Peninsula. Objective 1.1: By the end of each year of the project, CICADA will have increased the number of MAT admissions over the previous year. Objective 1.2: In Year 1, CICADA will begin naltrexone MAT service provision in addition to buprenorphine. Objective 1.3: By the end of each year of the project, CICADA will have provided or given referrals to supportive services such as anger management and parenting classes to 100% of clients. Objective 1.4: By the end of the project, CICADA will have attended twelve community stakeholder meetings to build local partnerships that enhance treatment access and build additional opportunities for resources and support– one per quarter. Goal 2: Increase the number of waivered physicians collaborating with CICADA. Objective 2.1: By the end of Year 1, CICADA will be working with waivered physicians prescribing both buprenorphine and naltrexone. Objective 2.2: By September 30, 2021, CICADA will be actively working with 80% of waivered physicians in Kenai and Homer. Goal 3: Decrease illicit opioid drug use and the use of prescription opioids in a non-prescribed manner at 6-month post-intake with the enrolled clients. Objective 3.1: 100% of clients who complete treatment will leave treatment with an individual, person-centered recovery plan. Objective 3.2: At six months post-intake, 60% of clients will report no opioid drug use or the use of prescription opioids in a non-prescribed manner. Objective 3.3: At discharge, 100% of clients will have received psychosocial support services including housing assistance, education and jobs, household support, disability, health and wellness, among others. CICADA is proposing to serve 90 unduplicated clients for the 3 year duration. We anticipate that we will serve at least 30 unduplicated clients per year.
