The Superior Court of California, County of Solano, proposes the “Solano Parolee Adult Drug Court (PADC) Enhancement Project,” to serve adult parolees with gender-responsive, trauma-informed substance use disorder, mental health, and Co-Occurring Disorders (COD) treatment, to include recovery support services. The Court will operate the project at two courthouses, Fairfield (County seat) and (Solano’s largest city). The Solano Superior Court is located in the eastern San Francisco Bay Area and has operated its PADC program since 2016.
PADC will serve high-risk, high needs adult parolees of any race/ethnicity, gender identity, and sexual orientation who have a violation of their parole conditions, and an active Solano County criminal case. They will also have an addiction to alcohol and/or drugs, including opioids, or a mild to moderate mental health diagnosis, or both. The purpose of this project is to improve treatment and life outcomes for the parolee participants, whose needs are now not being met.
Solano’s proposed project will be an expansion of treatment services, to include utilization of the following strategies and interventions: gender-responsive residential treatment services, Medication-Assisted Treatment (MAT), Co-Occurring Disorders (COD) treatment, Peer Recovery Coaches, Trauma Treatment, Moral Reconation Therapy, and Recovery Housing. The Court will serve 40 unduplicated participants per year, or 200 over the five-year grant period, which is an expansion of 15 additional clients over the existing caseload of 25.
The Solano PADC Team selected several Evidence-Based Practices that are culturally competent and effective at reaching the target populations. They are: COD Services Integration, the use of Medication-Assisted Treatment, engaging in tobacco cessation programs, gender-responsive trauma therapy, Moral Reconation Therapy to address criminogenic thinking, employing peer recovery coaches, recovery housing, and Strengths-Based Case Management.
The PADC has identified the following goals and objectives for the project: First, to improve treatment outcomes for specific subpopulations: Female participants, opioid using/abusing offenders, those with COD, and traumatized individuals. Second, to improve the retention of participants in treatment. Third, to expand access to services that improve health and wellness and reduce disparities. And finally, to strengthen cross system collaboration and quality improvement efforts with improved use of technology and data analysis. By achieving these goals, Solano PADC will improve participant outcomes leading to improved public health and will reduce recidivism thereby increasing public safety. These outcomes will also increase the socio-economic well-being of the target population.
