S.C. Department of Mental Health/Beckman Center Clinical High Risk for Psychosis Program Abstract. South Carolina, with leadership form the S.C. Department of Mental Health (SCDMH) is proposing to implement a program for youth and young adults at clinical high risk for psychosis (CHR-P). SCDMH, a state agency, is comprised of seventeen (17) Community Mental Health Centers (CMHC), four (4) nursing homes, four (4) licensed hospitals, a Forensics program, and a Sexually Violent Predator program. The Beckman Center for Mental Health Services, one of the 17 CMHCs, will implement the program to provide services in its seven (7) county area. The S.C. Federation of Families is working with Beckman to ensure that youth and families assist in the development of the program, making this a family and youth driven program. In addition, local stakeholders, organizations, and families were surveyed about the prevalence of symptoms in youth that place them at clinical high risk for developing psychosis and if there were the need for more training and outreach in this area. Of the survey responses, 92% reported that they either sometimes, often, or very often observe at risk symptoms in youth. 90% reported that they are interested in more education and outreach to be able to provide the needed care to these youth and families. In calendar year 2016, Beckman served 1489 youth and young adults with mental health diagnoses from the ages of 10 to 25 years old. That number increased to 1639 in 2017. Beckman proposes to implement a more comprehensive screening and treatment approach in a stepped model of care with these youth and families. A stepped model of care will include, but is not limited to, comprehensive screening, individual therapy, family psychoeducation, youth and parent peer support, support groups, educational and employment services, and community outreach. The goals of the program are as follows: 1) Delay or prevent the onset of psychosis 2)Minimize the duration of untreated psychosis for those who develop psychotic symptoms 3) Improve symptomatic and behavioral functioning 4)Enable youth and young adults to resume age appropriate social, academic, and/or vocational activity. The program will utilize the Developmental Evaluation approach, which is a targeted approach making data-driven programming decisions across multiple complex systems. Developmental Evaluation utilizes Continuous Quality Improvement (CQI) elements embedded within the approach such as the Evaluation/CQI Committee, creating a constant feedback loop for programming staff. Evaluators will analyze and report data quarterly and in an annual report to SAMHSA.
