| Washington State???s collaborative approach to the advancement of statewide HIE is organized under The Washington State eHealth Collaborative Enterprise (eHCE). The goals of eHCE are to develop a common, shared infrastructure that connects the HIT ???islands??? of technology that exist across the state, create a consistent and reliable system for HIE, and provide a mechanism for providers, patients, and public health to share and compare health and health care information. The collaborative approach to incremental development and implementation of a statewide HIE involves two key strategies 1) use of existing industry health information technology infrastructure, and implementation and operational expertise and 2) leveraging the State???s investments, commitment to, and support of meaningful use of electronic HIE for providers and consumers. Guiding this effort are Washington State???s core values and principles for development of statewide HIE: 1) Construct a system that enables all willing parties to participate, 2) recognize and leverage Washington State???s commitment to a consumer-centric health information exchange (health record bank pilots), 3) create an open design capable of leveraging existing investments in health information exchange already made by stakeholders, 4) attract and encourage new investment in HIE by core healthcare organizations operating within the state, and 5) develop a system that is compatible with the Office of the National Coordinator (ONC) and National Health Information Network (NHIN) interoperability expectations. The objectives of this project are: 1) develop an infrastructure that fulfills stakeholder???s requirements for HIE, as well as the federal requirements for NHIN, 2) establish a governing entity that facilitates stakeholder ???owning and organizing??? of statewide HIE, and 3) establish a framework for statewide HIE that guides and supports governance, finance, technical infrastructure, business and technical operations, legal, and policy development and implementation. The expected short term outcome of this statewide HIE project is a shared, common statewide HIE infrastructure that is used and supported by the health care community, overseen by an entity that ensures a favorable business and regulatory environment, and provides an attractive investment opportunity. Longer term, the statewide HIE will facilitate the sharing of secure, personal health information for providers and consumers to co-manage health and health care. The infrastructure will support and enable public health and emergency response communities to perform mandatory reporting, surveillance, and emergency services through a reliable, consistent, and secure means. The HIE will support activities to ensure meaningful use of HIE; set, manage, and assess progress on statewide clinical objectives; and monitor health and healthcare priorities. The outcomes of this project include a Strategic and Operational Plan for statewide HIE, a shared, common infrastructure for use in a proof-of-concept pilot implementation, and the development of a governing body to monitor and review the establishment of the technical infrastructure specifications and standards, operational business plan, policy and legal frameworks, and a financing model for sustaining statewide HIE. | ||
