Over the last ten years, the National Institute of Public Health’s (NIPH) capacity to diagnose and monitor HIV and other diseases has been strengthened through two consecutive Cooperative Agreements with the US CDC. Yet many other public laboratories in Cambodia are in relatively poor condition and lack essential equipment and supplies to perform even basic diagnostic tests. Rather, significant challenges in health service delivery remain within the Cambodian health care system. Capable management of facilities and strong leadership are key factors in delivering quality health services. However, health sector managers, in particular, those at sub-national levels, generally have insufficient training on management and leadership while the health system reform were not explicitly focusing on management and leadership capacity building at health facilities. This project titled “Strengthening Public Health Laboratory, Workforce Development, and Health Systems Research Capacity of the Cambodian National Institute of Public Health Under the GHSA and PEPFAR” has the goal in strengthen the capacity and capability of (NIPH) of Cambodia in its functions as the National Public health Laboratory (NPHL), a center for health system research and the School of Public Health through the following strategies: o Strengthen the capacity of NPHL in further improving its own quality as well as enabling NPHL to improve the quality of diagnostic tests at other laboratories for diseases of public health importance, including HIV/AIDS. o Support achievement of the International Health Regulations (IHR) by building capacity to detect pathogens of public health importance and facilitate outbreak response. o Strengthen capacity for operational research and evaluation, with a focus on translation of evidence to policy and from policy to action/practice. o Strengthen training and development of public health professionals in Cambodia. NIPH will implement activities directly, and will retain overall financial and programmatic management under the oversight of HHS/CDC and the strategic direction of the office of the U.S. Global AIDS Coordinator. The following activities that reflect the policies and goals outlined in the Five-Year Strategy for the President’s Emergency Plan and are in alignment with Cambodia’s National Health Strategy will be conducted: The project will focus on strengthen the capacity of NPH Laboratory in further improving its own quality as well as enabling NIPH Laboratory to improve the quality of diagnostic tests at other laboratories on public health importance illnesses, including HIV/AIDS. This project will increase the capacity of NPHL and NIPH-supported facilities to meet the proficiency standards for confirmatory testing. NIPH will support achievement of IHR by building capacity of staff to detect pathogens of public health importance and facilitate outbreak response in managing effective AMR public health surveillance systems and respond to outbreaks. In increasing the use of high quality operational research and evaluation findings to guide national policy and programs, NIPH will strengthen capacity for operational research and evaluation, with a focus on translation of evidence to policy and from policy to action/practice through increase the staff capacity to conduct operational research and evaluation and increase evaluation of HIV screening and risk elicitation practices. NIPH will take the main role with the Technical Working Group to strengthen the development of public health professionals through develop and revise the responsive management and leadership training program to health center leaders level and provincial, district and referral hospital mangers level. In addition, the pilot training to the health center level, pre-post evaluation, and consultative meeting is going to conduct connectively for the first year.
