Discretionary Grants by OPDIV and Activity Type

Highlights

  • Nearly half of the discretionary grant funds in FY 2002 (45%, $16.3 billion) was awarded by the NIH in support of research programs.

  • The second largest category of discretionary grant funds in FY 2002 went to support health and/or social services programs (44%, $15.6 billion).

  • ACF awarded $7.0 billion for social service programs that support Head Start, runaway and homeless youth, abandoned infants, refugee assistance, low-income energy assistance, food and nutrition, and community services.

  • CDC awarded significant amounts in FY 2002 ($3.8 billion) to support health services programs. CDC programs included the communicable diseases prevention, childhood lead poisoning prevention, and disabilities prevention programs.

  • HRSA awarded significant amounts in FY 2002 ($3.8 billion) to support health services programs. HRSA health services programs included health services to homeless populations, community health centers focused on providing services in the most medically underserved areas, as well as centers serving high priority populations; and comprehensive care services for children, youth, women and families who are infected with or affected by HIV and/or AIDS, under the Ryan White Act of 1990.

  • In FY 2002, 5% of the discretionary grant dollars supported training projects. NIH and HRSA awarded most of the training grants (94%) primarily to support training in health professions, but also to provide support to AIDS education and training centers, and interdisciplinary training for health care in rural areas. The other operating divisions fund a small level of training activity.

  • Less than 4% ($1.3 billion) of the HHS FY 2002 discretionary grant dollars went to support projects classified in the "other" activity type. These awards included construction, planning, evaluation, and health infrastructure projects.
